Carol E. Buterbaugh, 77, of Harrisonville, PA, passed away on Monday, June 22, 2026, at the Fulton County Medical Center. 

Carol was born on January 13, 1949 in Saluvia, PA. She was the daughter of the late Guy Shives and Naomi B. (Decker) Mellott. She was the wife of Gary A. Rouzer, who she married on May 21, 2022. 

Carol was a member of the Sideling Hill Christian Church Ladies Aid. She worked at Decker's Nursing Home in McConnellsburg, PA before her career at the Fulton County Medical Center. She remained with Fulton County Medical Center until her retirement in 2020.

A wife, mother, sister, grandmother, aunt, and friend to many, Carol loved big and loved hard. She dedicated her life to working in Long Term Care at Fulton County Medical Center, she cared for all of the residents as they were one of her own family. She loved her yearly shopping trips with her sisters and the big family gatherings throughout the year. Going to the beach was her favorite trip, Ocean City or the OuterBanks, it didn't matter as long as she was with family by the ocean. Most of all she loved her family, especially the grandkids. They called her Grammy or Ge, and she spoiled them with gifts on their birthdays and Christmas. They always got the text at least 2 months before each occasion, "Ge needs her list", even in her last days.

In addition to her husband, she is survived by her son, Chad (husband of Elaina) Buterbaugh, of Harrisonville, PA and daughter-in-law, Amy Conner, of McConnellsburg, PA. She is also survived by her siblings, Meredith (husband of Karen) Shives, of McConnellsburg, PA, Eric (husband of Linda) Shives, of Harrisonville, PA, Julie (wife of Tom) Ramsey, and Jody (wife of Scott) Buterbaugh, of Harrisonville, PA, and grandchildren, Caleb Buterbaugh, Sydney Buterbaugh, Quinn Buterbaugh, Lilah Buterbaugh, Logan Conner, Landon Conner, and Aiden Conner. She was preceded in death by her son, Christopher Conner and brother, Randall Shives. 

Funeral services will be held on Friday, June 26, 2026 at 12:00 PM at the Sideling Hill Christian Church, Needmore, PA, with Pastor Dick Bernhard officiating. There will be two hours of visitation held prior to the service on Friday. Interment will be at the Sideling Hill Christian Church Cemetery, Needmore, PA.
